1 Onion, finely shaved
1 Tbsp chopped Parsley
1 cup Flour
1 cup finely shaved Fennel Bulb
1 tsp Baking Powder
Olive Oil for frying
¼ cup Water
½ Tsp Sea Salt
Mix fennel, onion and parsley in a bowl. In a separate bowl, mix dry ingredients; add to fennel mixture.
Add ¼ cup water and stir until you have a batter-like mixture, soft but not too liquidy.
Heat ¼ inch oil in a skillet. Once oil is hot and shimmering, add tablespoons of fennel mixture and fry for 2 minutes on each side, until golden brown and crispy.
Place on a plate with paper napkins to absorb any oil. Sprinkle with flaky sea salt and lemon zest; and serve.
